When the bad luck come to people there is no conscious action being done. Now the people in the regime behave like no brain at all. That is why the MoF attacked to the boat owners and they need to apologize from them.
But, the apologize also one way of accusation against the protestors once we read the Minister Rajitha's media statement. It says "when the protestors threw water bottles, stones towards the officials and they caught and collect them and threw them towards the protestors side."
It is clear accusation and now the Minister wants to put the responsibility on the boat owners side.
