How do we find a solution to Palk bay fishery crisis

It is long delayed, badly neglected, under estimated, forgotten issue and one of the most urgently attend by the newly elected government should attend urgently is the Palk Bay fisheries issue of Indian trawler issue.
NAFSO together with Indian counterpart fisheries organizations attempted to find bottom up approach with Fisher to Fisher dialogue since 2004.
The first attempt in 2004 which followed in 2010 as civil society effort. This was later took into the hands of the government of both the countries. However, there is no any solution arrived at up to now though there is a written agreement arrived at August 2010.
We are now in a juncture that we need a solution for the issues urgently. As NAFSO and Reincorpfish team expect to come up with some ideas we want to based on the agreement arrived at between SL and Tamil Nadu fishers in 2010.
Although previous fisheries minister accused us against our involvement due to the misleading information provided to him by a participant, the agreement would be ideal basis for find amicable solution to the issue.
NAFSO organized this fisher people's dialogue with the close collaboration with ministry of fisheries and the agreement was received the them Director General Fisheries Mr. Pathirana on behalf of minister of fisheries at Chennai.
We want to explore the positive elements of the various fisheries agreements and possible elements of the  research findings of Reincorpfish process during the past 4 years.
