Top most Govt Official who need to protect the fish resources Violate the Govt. Rules.

I got a news from my media friend, Prasad Purnimal.
It says, the Director General of Fisheries Christy Lal has violated the rules and regulations of Bar Reef Coral Sanctuary of Kalpitiya while attempting catch fish in the restricted area of Bar reef.

In Sinhala there is a proverb in such situations, "Watath Niyarath Goyam Ka nam Kata pawasam me amaruwa."?
If the one who protect some important matter him/her self destroy the resources, to whom we should approach, is the colloquial meaning of the proverb.
