Unended IGSSF Debate at FAO

IGSSF technical negotiation was not concluded due to some disagreements between Canada and the Arab World. This debate could not be concluded unless there is a follow up action prior to COFI meeting to be held in June.
The debate among CSO coordinating team is to find ways to engage the dialogue before we come to COFI meeting which is the forum for debate and agree on IGSSF.
There is a Asian Fisheries Coalition formed prior to January technical consultation at FAO and it was aiming at to facilitate the dialogue of IGSSF among Asian regional fisheries bodies and the national organizations.
Now, we have come to a stage where we need some proactive work in order to make sure the adoption of the IGSSF in June.
At the same time, we need to work out some strategic actions to implement the IGSSF once it is get adopted in June, 2014 at COFI.
Shammem of AAI and Herman of NAFSO had a dialogue on the IGSSF and came up with the following action points for adoption and implementation of IGSSF.
1. Adoption of IG-SSF - process we propose to make sure the implementation
• Write to chair and to DG FAO to make arrangements to have a consensus before COFI. We can draft letter as to COFI as core group of Asian alliance and few organization. Get signatures from all representatives from the alliance. Through this we can a)Push SSF agenda and b) visibility to the alliance itself
• Collate the challenges and send it as annexure to have more impact.
• What our Arab world can do for that? – We have our friends whom we met during technical consultations. We can write to them to push their government for the importance of all SSF issues along with under occupation. We can do this in both English and French.
• What the US/Canada friends can do? – Herman recently came to know of two groups, Why Hunger campaign (WHC) and Economic, Social Cultural Rights network (ESCR-Net) whom we can use to push US govt and help us. We can give a background of alliance and issues of SSF to them. Herman has spoken to WHC and hopeful to get their support.
• Apart from this we can seek support from our Canadian friends on how their state can be brought for a consensus. In addition we can request them to identify key govt people and sensitize them on the issues so that they understand the larger perspective than only their country, in our support.
2. IGSSF implementation
• People themselves should have knowledge. It is important that IGSSF is translated and printed in local languages.
• We should popularize the IGSSF at all levels so that people can use it to fight their issues. It should be user friendly with illustrative examples and more visuals. Though we need this in different languages, we can develop first in English. As a part of this, we develop a simple framework.
3. Fund raising
• We need to do realistic cost estimation for translation and other small follow up activities. Shameem will explore Action Aid resources for translation and for simple IEC. She will write a email with 15 days deadline
• There is a need to develop concepts/proposals for our alliance. These can be used to apply for appropriate calls and explore donors.
